Administratively, the country compreses 20 provinces and four municipalities. The four municipalities are Phnom Penh, Sihanoukville, Kep and Pailin. Provinces (khet) are subdivided into districts (srok) and dictricts into communes (khum). The municipalities are subdivided into precincts and precincts into quarters (sangkat). Each commune is subdivided into villages comprising families and and households/ The central administration is the main body handling administrative affairs at municipal or provincial and dictrict (khan) levels.
The Constituent Assembly was re-established following the UN-sponsored general elections held in 1993. This elected Contitutional Assembly later became the National Assembly. The Constitutional Assembly develops new laws for the country with the King as Head of State. Citizens exercise their rights through the National Assembly, the Rjyal Government and the Courts.The National Assembly is made up of 122 members. Elected for five years, the National Assembly may not be dissolved befor the end of its term unless the Royal Government is deposed twice within a period of 12 months.Following the Second General Election, organized dy the National Commission for Election in July 1998, the new National Assembly amended the Constitution and paved the way for the creation of a New legislatiye body-the Senate, comprising 61 members.The Cabinet is led by one Prime Minister, assisted by Deputy Prime Ministers along with State MInisters along with State Ministers, Ministers and Secretaries of State. All members of the Royl Government take collectiv resposibility for the general policy of the Royal Government befor the Fssembley.The incumbent prime minister, since 1985, is Hun Sen of the Cambodian People's Party. He served from 1985 to 1993 and was second prime minister from 1993 to 1998. Elected as prime minister in his own right in 1998, he is the longest serving prime minister in Cambodian history.The Judiciary is an independent power. It guarantees and upholds impartiality and protests the rights and freedom of the citizens. The authority of the Judiciary is granted to the Supreme Court and to the independence of all sectors and levels. The Ring ia the guarantor of the independence of the Judiciary. The Supreme Council of the magistrasy assists The King in the matter. Judges may not be dismissed but the Supreme Council of the Magistracy is responsible for disciplinary action against any delinquent judges.
The temples of Angkor are one of the wonders of the world and a leading archaeological site in Southeast Asia. During what is called the Angkor period (802-1431), the Khmer kings erected these mainly stone structures throughout their empier, but a large number of them are concentrated in their ancient capital,Angkor. Some 100 temples, both larde and small, are located in an area of 401 square kilometers known as the “Angkor site”. It is in Siem Reap province and over 300 kilometers northwest of Phnom Penh. The Angkor temples and their surroundings have been included on UNESCO’s “World Heritage List” since 1992. Cambodian people are very devoted to the temples of Angkor. Someimes the name of a temple is given to stores, product lines and the like. The Bayon, erected by Jayavarman VII, is the heart of the capital and the Khmer Empier. The gigantic faces on its towers survey the four cardinal directions, protecting the kingdom and the people. Bayon was first a Buddist temple with face towers in a cross-shaped layout.
